Why are Bots allowed to play in poker tournaments?

Hey all! 

So I noticed while I was playing any kind of tournament that there are programs, or whatever, playing and they know whats going to happen. One of them goes by the name Smiling Lips. I tried finding him by clicking on him and he isnt a real player. This program will beat any cards even if they are the best. I have played against it multiple times in hyper-turbo sats and whenever it goes all in, it wins. With any type of hand from 7 2 off suit all the way up to aces. 

Now my question I need to ask is why does pokerstars allow this to happen? Are the creators of PokerStars just scared that the online pokerstars team aren't good enough or are they trying to scam players?
