Ok I've won, tied, but mostly lose a tie with two pairs against someone. Here is my latest scenerio. I held Q, 9, while my opponent held Q, Ace. we both had two pair with our Queens and a pair of sevens on the table. I lost, because his ace is higher kicker????? Not too long earlier in this day same kind of hand, I held 9, Q while my opponent held 9, 3 we both made a pair of 9 plus another pair on the table, this pot was split. Why? It seems when I posses the higher so called kicker it's a tie, but when I seem to have the lower I lose.

My guess is there was either an Ace or King on board as well

When both players have 2 pair, the 5th card (or kicker) decides who wins the hand. This card can be in your hand OR on the board. If the highest kicker available is on the board, the hand is a tie. If the kicker is in your hand and highest, you win. Hands always consist of the best 5 available cards no matter where they are.

Your example 1: you Q9 opp AQ board something like Q77J2, your best hand is QQ77J, your opp QQ77A, your opponent wins.

Your example 2: you Q9 opp 93 board something like K9885, your best hand is 9988K, your opp 9988K, this is a tie.

Hope that helps.

Good luck!!

ps. All of this info is in the lessons available here, I encourage you to take the time to review the courses and training tools available.
