what percentage would you have to invest on the preflop to be committed?

It depends... if you mean actually getting all in preflop, 33% (1/3rd) if your stack is sort of a magic number. The reason is if you put in 1/3rd of your stack, and the villain shoves, you'll be getting 2-1 on a call. You only need 33% equity to break even on this call, and most hands have this much vs standard or wide ranges. For example 72o has 32.5% all in preflop vs. AKo. JJ has 36.2% vs. a tight range of QQ+ and AK.

If you're talking how much pre do you have to put in to be committed post, that's a bit different. If you put in 33% pre a shove on the flop (which will be a pot sized bet) will still offer you 2-1 on a call but now it may be more difficult to determine where your hand equity actually lies.
