I was think calling would look stronger than shoving or was I wrong in thinking this.

Which one is the fish and which one is the lag?

Actually I don't agree with the read of LAG based on stats provided... 23/16 is not really laggy for 6-max, and the sample size is pretty small anyway.

To answer your question, to me I think shoving looks stronger than calling. One might call with just a draw or a marginal non-ace pair like QQ simple because they can snap bluffs and are ahead of draws. Shoving looks like a stronger range that wants to isolate the all in guy or get max value vs. draws from the 3rd player in this spot imo.
