Just curious.
If you get invited for the Premier League, Can one still choose not to play on the premier league and opt to play on the Open league instead?

Welcome to the forum!
No. You cannot decline and play the open again. If you qualify for the premier, then that is the league that you would have to play in the next month. Then, if you don't qualify for the premier the next month, you'll drop back to the open league.
