Hi,
The player UTG is kinda TAG. And the other player is a Loose passive.
Should I've 3-bet pre flop ?
Should I've called/raised the flop bet ?

Hi,

Not sure exactly what "kinda TAG" means, and it can make a difference... 23/14 is kinda TAG and 14/7 is kinda TAG but those are fairly different opponents.

I generally lean towards 3-betting here, maybe we can isolate on the loose-passive guy. Post flop I don't mind calling to float a (kinda) TAG guy as we will tend to win all the times he doesn't have a big pair and gives up, and can win sometimes even when he does by sucking out. How often he barrels would play into this decision too of course, if he's a frequent double barreler then floating the flop is unattractive, we need to either be ready to float 2 streets or go with a different plan.
