There is 9 players on the table,7 players folds and there is only 2 players in play.Is it possible that some of those 14 cards of those 7 users which folded will be on flop,turn or river??

Or those cards will not count...i am little confused about it

No, it's not possible. Once the cards are dealt to 9 players 18 cards are used, this leaves 34 cards any combination of which may be dealt on the board, flop, turn or river, leaving 29 un-used cards.
