My friend tried to send me 1.6$ he just came at one of the top winning players in a tournament and got money but he can't send it why is that?

Please e-mail support@pokerstars.com and they will help out. If it's on their end, they will be the one that will have to e-mail them.

However, I do know that you are in the bankroll builder promotion and any transfer will make you ineligible for any future buy-ins in it. Please consider this too!

Oh I see, I should wait then.. I actually told my friend when to fold when to call when to raise and etc he's a noob really... but to my amazement I actually made him play in one of the final tables and he feels obliged to send money over oh well I'll just wait for my bankroll and play for myself and he can keep the spoils.

Hi Hentai!

You cannot tell any other player what actions to take. That's called collusion and is 100% against the TOS. Many penalties can be enacted for that, worst of which being having your account frozen or taken off PS entirely.

It doesn't matter. Nobody can tell another person how to play a hand. You can talk to them about a hand AFTER they played it, but you cannot do anything to influence their decisions because that's collusion and is illegal.
