I was just looking at the open skill league payout table and im not sure how it works i can see that the top 2k players with 20 vp plus get payed but how do you get to 1st for less than 20 vp

You get 1st place on the monthly leaderboard by playing a LOT of tournaments, and going deep in them very often. (Survival is more important than chipping up in the league games. It's actually better to blind out than take flips, as busting out will send you careering down the leaderboard).
You don't need 20 VPPs to finish top of the league. The VPPs are just used to decide your prize money. e.g. If you finished 10th in the OSL at the end of the month, you'd collect $10 if you'd collected less than 20 VPPs, and $100 if you'd collected more.
