just been looking at the schedule for pso open skill league have the start times changed to an hour earlier than usual

No, the tournament times have not changed. The clocks have changed for Summer Time. Remember, PokerStars uses Eastern Standard Time which changes a week earlier than European Time

In fact it's two or three weeks different moving to summer time and a week moving to winter time.

North American clocks change on the 2nd Sunday in March and the 1st in November. European clocks change last Sunday in March and last Sunday in October.

This time, with the way Sundays fall, it's three weeks between the change dates.
