Would you call the river and why?
I figured he might have rivered some two pair with his K rag or J rag - that he mincb/called with

Given his pre and flop betsizings I feel like he is likely to be a recreational player who may have a wider than usual range for these actions so the river should be a call even though we will be beat a fair amount by some backdoor flushes or slowplays with straights/sets. His range may be most likely to include some unaccounted for two pair combos as you said plus he may be taking this line as a bluff or blocking bet with hands like KQ.
