Pre is debatable. I feel he's going to isoing the fish very wide, which gives credence to 4b/GII. In the favour of flatting is that we keep the fish in with a wide range.

However, with his stack size i'd rather just 4b/call off pre. Although his stats are tight, he seems to 3b aggressively, and i'd expect him to do this with a linear range IP vs a fish such as 88 which he's willing to get in.

As for post flop, I like the flop call. Being rainbow I don't see any need to raise.

Same goes for turn.

As for river, I really don't see any need to lead. We underrep our hand to give him a chance to valueown himself. Also, this weird non-all in bet is just losing value when you do decide to donk.

We also NEVER have bluffs here, which allows a competent regular to fold strong hands which would likely shove for value if we checked.

Would much rather x/c river.

I'd rather 3bet preflop. I feel calling would put us in an awkward spot postflop OOP vs 2 opponents. Not because that's a reason to 3bet but because we are 3betting for value. As played, I think birdayy makes some reasonable arguments. QQ has 2 outs against us, QT has 8 outs, T9 has 8 outs, T8 has 4 outs but that's all that can outdraw us. I feel I would raise the turn however.
