Villian is 20/18, with 33% Fold to resteal. with 20% FCET flop.

Should I bluff the river or give up against this player ?

Preflop I think you can go both ways with a call or a squeeze. KQs plays pretty well postflop multiway but it also plays OK in a 3Bet pot.

Villain's range for calling the squeeze is likely made up of pocket pairs, some Ax, broadways and some suited connectors.

For this reason I think CBetting the flop is OK with your overcards + flush draw and this should fold out some better hands like random Ax with no spades and underpairs to the board. You're also building up the pot in case you hit your flush.

However when villain calls the flop, this turn really improves villain's range compared to ours. He's got a lot of two pairs, sets, sometimes he even has straights and I don't think you have much fold equity when you bet again on the turn. So I'd just check/call if the bet is small enough.

The river doesn't change much so the same reasoning applies even more now, I'd just check/give up.

You block all the hands you want villain to have (KJ, QJ, spade combos) that will call/call/fold.
